The Government has now confirmed major plans for local government reorganisation in Surrey — changes that will shape the way services are delivered and how local businesses engage with councils in the years ahead.
From April 2027, the current 12 councils across Surrey will be replaced by two new unitary authorities: East Surrey and West Surrey.
Each new authority will take responsibility for all local services within its area, including waste collection, planning, adult social care, children’s services, highways and more.
This shift is designed to streamline operations, simplify processes and create a more consistent approach to services county-wide.
What Happens Next?
- May 2026: Elections will take place for the new councils.
- 2026–2027: Newly elected councillors will lead the transition and oversee existing contracts.
- April 2027: East Surrey and West Surrey councils officially take over service delivery.
- Now until April 2027: All 12 current councils continue to operate as normal.
We understand that many local businesses — particularly those with existing Surrey County Council contracts or partnerships — may have questions about what this change means. At this stage, there is no impact on current contracts or working relationships. Everything continues as usual.
